Pursuant to N.C.G.S. Section 143-128.1A, the Town of Belhaven is soliciting proposals from qualified design-build teams interested in providing design and construction services for public improvements to a waterfront park.  Three proposals must be received, or the project will be re-advertised. The project is funded through a NC Department of Commerce Rural Transformation Grant in the amount of $300,000.

Scope Summary:  provide improvements to the vacant, waterfront Belhaven Harbor Park including public restrooms and covered stage/performance area. The subject site is located at 284 East Water Street, Belhaven.  The site is located adjacent to Wynne’s Gut and measures 0.95 acres. It is located in an AE flood zone.

The intent of this RFQ is to select a design-build team, by Qualifications-Based Selection (QBS), to provide design and construction services for the project.  The Town of Belhaven encourages all businesses, including DBE, minority, and women-owned businesses to respond to all Requests for Qualifications.

Sealed submittals are due by 12:00pm on Monday, November 3 and will be received at the address below. Firms mailing responses should allow delivery time to ensure timely receipt of their proposals.  The responsibility for getting the response to the Town of Belhaven on or before the specified time and date is solely and strictly the responsibility of the responding firm.  The Town will in no way be responsible for delays caused by any occurrence. 

All inquiries and questions about this RFQ must be submitted in writing by email to Town Clerk at the following email address: townclerk@townofbelhaven.com   Questions will be received until 12 noon on October 27, 2023.

Only written questions will be considered formal.  Any information given by telephone will be considered informal.  Any questions that the Town feels are pertinent to all proposers will be mailed as an addendum to the RFQ.  Email messages will be treated as written questions.

Issuance of this Request for Qualifications does not commit the Town of Belhaven to award a contract, to pay any costs incurred in preparation of a proposal or to procure or contract for related services or supplies. The Town of Belhaven reserves the right to waive any informalities, to reject any and all responses to the Request for Qualifications, and to accept any responses which in its opinion may be in the best interest of the Town of Belhaven.
