TOWN OF BELHAVEN
WATER LINE REPLACEMENT, WATER ST., EDWARDS ST., AND RIVERVIEW ST.
PROJECT NO. VUR-D-ARP-0082, WIF-1996, SRP-D-17-0073


Sealed Bids are requested for the installation of a new water line that serves the Town Belhaven, Beaufort County, North Carolina. The project includes the installation of approximately 3500lf of 6-inch water line to replace the existing 4” cast iron water line along a portion of Water Street, Edwards Street, and Riverview Street.


Bids will be received by the Owner, Town of Belhaven, 315 E. Main Street, Belhaven, NC 27810, NC until 11:00 AM (Local Time) on 1st of March, and then at said office publicly opened and read aloud.

The Contract Documents may be examined at the following locations:
The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following locations: Town of Belhaven Town Hall, 315 Main Street, Belhaven, NC 27810; or the office of Stroud Engineering, PA, 107-B Commerce Street, Greenville, NC 27858. Prospective Bidders may examine the Bidding Documents at Town Hall or the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 5:00 PM. Contract documents are also posted on Associated General Contractors (AGC) FTP Site and F. W. Dodge /McGraw Hill FTP Site.
Copies of the Contract Documents may obtain copies of the Bidding Documents from the Issuing Office upon non-refundable payment of $100.00 per set, payable to Stroud Engineering, P.A. plus a non-refundable shipping charge of $50.00 if shipping is requested ($150.00 total).

Bonding/Licensing Requirements:
Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, Town of Belhaven.
A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract.
North Carolina law requires any contractor bidding on work in the State which costs $30,000.00 or more to show evidence that he is licensed under the “Act to Regulate the Practice of General Contracting.” Bidders shall be properly licensed under Chapter 87, General Statues of North Carolina.

Other Requirements:
No consideration will be given any request for Plans and Specifications within the five (5) day period immediately prior to the date for receiving bids.
No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for receiving bids.
The Owner reserves the right to reject any and all bids and any part of a bid and to waive informalities and technicalities in the bidding procedure.
Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract Documents. Bids must be enclosed in a sealed envelope addressed to the Town of Belhaven, and plainly marked “Town of Belhaven - Water Line Replacement, Water St., Edwards St., and Riverview St.”. The name, address and license number of the bidder shall be plainly marked on the outside of the envelope.

Small, under-utilized, minority, or women-owned businesses are encouraged to submit Bids. All bidders are required to make positive efforts to use small and minority-owned businesses and comply with GS 143-128 and the MBE/WBE goals established by the Town of Belhaven. Bidders shall have a verifiable ten percent (10%) goal for participation by minority businesses in the total value of work.
Bidders shall conform to the specified Minority Business Enterprise solicitation procedure as defined in the Bid Documents.
