Human Resources & Town Clerk
The Town of Belhaven is looking for a hardworking and energetic team player with exceptional customer service skills for the performance of multifaceted administrative duties for the Town. Responsibilities include accurate maintenance of town contracts, ordinances and resolutions, along with preparing Town Council agendas and keeping minutes of Town meetings. Human resources administration, maintaining all personnel files, policies, insurance records, and assisting with payroll are also key roles of this position. The clerk works closely with the Town Manager in the performance of administrative duties including, policy formation, data gathering & analysis, website upkeep, social media, & meeting with the citizens.
Salary Range: $36,855 to $55,283, M-F work schedule, Full Time Position
Town of Belhaven Police Lieutenant
The Town of Belhaven is adding to its ranks. The Belhaven Police Department is seeking an experienced, innovative, and community focused law enforcement officer for the position of Lieutenant. The ideal candidate embodies the ethics and values that are expected from law enforcement professionals. The community policing organization serves a community of 1400 residents and 900 households.
The Lieutenant’s work includes scheduling, internal investigations, assisting the Chief with budgeting, purchasing, property maintenance, coordination of vehicle repairs, and related administrative tasks. The Lieutenant also assists in the hiring and promotional processes for the department and takes the lead on community education and crime prevention programming including gang violence prevention. The Lieutenant serves as Evidence Officer; prepares evidence for storage; enters evidence into data base; packages for processing and sends to crime labs maintaining chain of custody; releases for court; obtains court orders for destruction of evidence.
Work in law enforcement involves frequent public contact which requires tact, firmness, and decisiveness. Work is performed under the supervision of the Police Chief.
MINIMUM QUALIFICATIONS: Graduation from community college with degree in criminal justice supplemented by law enforcement training and considerable supervisory experience in law enforcement; or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS: Must possess a North Carolina driver’s license and a General Law Enforcement Certification from the North Carolina Criminal Justice Education and Training Standards Commission, or the ability to obtain within a specified period. The Town of Belhaven provides a comprehensive benefits package, including Medical, Dental, Vision, and Life Insurance; paid vacation, holidays and sick leave; participation in the NC Local Government Employees Retirement System (LGERS) and NC 401K Plan.
The salary range is $49,390 to $74,085 dependent on qualifications, plus hiring bonus of $2,500. The Town of Belhaven is currently undergoing a pay and compensation study expected to be implemented in FY25.
Town of Belhaven Finance Director
The Town of Belhaven seeks an experienced individual to serve as the Finance Director, performing professional and administrative work planning, organizing and directing the Town’s financial activities including, but not limited to: accounts payable/receivable and payroll; disbursement and accounting of municipal funds; preparation of monthly, quarterly and annual reports; works with staff and governing body in preparation and administration of operating and capital budgets; manages receipt and investment of all Town revenues; assist auditors during annual audit and preparation of financial statements; reports to the governing body regarding the financial condition of the Town and prepares budget amendments; assist with grant administration. Thorough knowledge of North Carolina General Statutes and ordinances governing municipal financial practices and procedures including municipal accounting and budgeting.
The Town of Belhaven has an annual operating budget of $6.7 million dollars, including enterprise funds for three public utilities. The finance director supervises three employees and oversees utility billing. The position will also function as a member of the Town’s management team reporting to the Town Manager in a Council-Manager form of government.
Hiring range: $56,000 to $65,000 based on qualifications. The Town of Belhaven is currently undergoing a pay and compensation study expected to be implemented in FY25.

Police Officer
The Town of Belhaven is adding to its ranks. The Belhaven Police Department seeks qualified individuals to serve in the position of Officer. We are seeking dedicated professionals who embody the ethics and values that are expected from law enforcement professionals. The community policing organization serves a community of 1400 residents and 900 households. The crime rate in Belhaven is 23% lower than the national average.
Police officers perform a full range of general law enforcement duties in the patrol division. Work includes patrolling the Town during a shift in a police car, on foot, by bicycle, or other appropriate means preventing, detecting and investigating disturbances and crime; investigating traffic accidents, helping victims, and performing traffic control work; apprehending suspects; testifying in court; and executing related assignments. Employees must exercise judgment, initiative and calm control when performing duties, but more difficult problems are normally carried out under the direction of or in conjunction with the supervisor. Work involves frequent public contact which requires tact, firmness, and decisiveness.
Employee must possess a valid North Carolina Driver's license and have completed at least the minimum requirement established by the North Carolina Criminal Justice Training and Standards Council for certified law enforcement officers.

PART TIME SEASONAL WORKER – RECREATION
Serves as FIELD ATTENDANT for spring and summer recreation programs. Provides all necessary equipment for the games to the score/timekeeper and game officials, Makes certain that fields are set-up and broken down properly, and Inspect the playing area to ensure the field is safe for competition, and other duties as assigned. Work is performed on Nights and weekends; hours vary; 10-15 hours per week. Position will also operate equipment in preparation and maintenance of fields.
Positions require drug testing and background check prior to employment. Pay is based on experience and qualifications. Belhaven provides an excellent benefits package.
